Student loan rates will rise on Monday | The Daily Caller

WASHINGTON ? Student loan interest rates will go up on Monday, after the Senate recessed Thursday evening without reaching a compromise to avert the hikes.

After Senate Majority Leader Harry Reid rejected a bipartisan compromise agreement that he termed the ?Republican? plan, in spite of support from Democratic Sen. Joe Manchin and Independent Sen. Angus King, Democrats released their own plan: a one-year extension of the current rates to give them time to craft a solution to the larger problem of student loan debt.

The Keep Student Loans Affordable Act of 2013 is sponsored by Sens. Jack Reed and Kay Hagan, and as of a press conference this afternoon had 34 Democratic co-sponsors. It keeps the rates of student loans, which are government subsidized, at 3.4 percent for the next year, ostensibly giving lawmakers time to craft a more longterm solution.

?It will give us the time and the incentive and, I hope, the inspiration to look at this whole issue of financial debt and student debt,? Reed said.

Rates will still go up on Monday, but when a bill is passed, lower rates can be applied retroactively.

The House has also passed a bill to reduce student loans rates, which Senate Democrats rejected.

Senators will hold a vote on a motion to proceed on the bill on July 10, the Wednesday after they return from a week long recess, Sen. Debbie Stabenow said at the press conference. But that vote will not be an easy lift, and Democrats know it.

?We know the Republicans will filibuster it; we need sixty votes,? she said, saying that they would try to get every Republican vote possible.

Republicans have little incentive to come on board: President Barack Obama put forward a similar plan to the bipartisan bill.

?I don?t want to talk too much about the president being for it because we might lose these guys,? King said at a press conference Thursday morning, gesturing at the Republican sponsors of the bill.

One Republican aide familiar with the negotiations said Democrats were trying to politicize the issue, rather than get anything done.

?Senate Democrats don?t want a deal,? the aide told The Daily Caller. ?They think they?ll be able to blame Republicans for opposing their political fix, but with Senate and House Republicans and the president all in basic agreement on the fundamentals here, somehow Senate Democrats think they won?t be held responsible for their obstruction. If I were starting college in the fall and needed to get a loan, I?d be furious that Senators Reid and Harkin are getting in the way of this kind of rare Washington agreement.?

The sticking point for Democrats is caps on interest rates. The bipartisan bill would set the caps at 8.25 percent, and the House bill would set it at 8.5 percent, which Reid and other Democrats feel is too high.

Asked why, with the deadline approaching, the Senate still had not reached an agreement, members of the bipartisan group said that kind of a pace was simply the way Senate did things.

King likened it to a ?dog that could walk on its hind legs.?

?The remarkable thing is not that it?s done well,? he said, ?it?s that it?s done at all.?

May another solid month for women in US job market

Steady job growth in May once again benefited American women over men.

Unemployment for adult women, those 20 and older, fell for the third time in four months to 6.5 percent. That's the lowest since January 2009, when it was the same rate. While unemployment rose for adult white women, at 5.8 percent it was still among the lowest for any group.

Adult men haven't fared quite as well. The rate for men 20 and older rose for the second straight month, to 7.2 percent. In March, it was 6.9 percent.

And May was even worse for adult black men: their unemployment rate spiked to 13.5 percent, up from 12.6 in April.

Teenagers continued to have a difficult time in the job market last month. Unemployment for that group increased to 24.5 percent.

The latest figures reinforced the old adage that it pays to have a college degree. Unemployment for college graduates ticked down to 3.8 percent.

Here are some details from the government's report:

Milky Way's 'Local Arm' has a big reach

INDIANAPOLIS ??Our home in the Milky Way could be much larger than ever thought before, according to a new study.

Astronomers using the National Science Foundation's Very Long Baseline Array (VLBA) found that the area of the galaxy that holds Earth and the rest of the solar system is a prominent feature of the spiral galaxy.

The solar system exists in a part of the galaxy known as the Local Arm. Until now, scientists thought that this particular part of the Milky Way was just a tiny spur between two large branches known as the Sagittarius and Perseus arms.

"Our new evidence suggests that the Local Arm should appear as a prominent feature of the Milky Way," Alberto Sanna, of the Max-Planck Institute for Radio Astronomy said in a statement. Sanna presented these findings at a news conference during the 222nd meeting of the American Astronomical Society.

In fact, the Local Arm looks to be as long as 16,000 light-years wide, Sanna said.

Scientists can't be sure what the Milky Way galaxy truly looks like from the outside, because we are stuck within it. Researchers have to measure distances between objects in the Milky Way to understand exactly where something might fit within the context of the rest of the cosmic neighborhood.

"Based on both the distances and the space motions we measured, our Local Arm is not a spur," Sanna said."It is a major structure, maybe a branch of the Perseus Arm, or possibly an independent arm segment."

Bill Saxton, NRAO / AUI / NSF

Trigonometric Parallax method determines distance to star or other object by measuring its slight shift in apparent position as seen from opposite ends of Earth's orbit.

The new research, which uses data collected between 2008 and 2012, used simple trigonometry to understand the placement of the solar system in relation to the rest of the galaxy.

"By observing objects when Earth is on opposite sides of its orbit around the sun, astronomers can measure the subtle shift in the object's apparent position in the sky, compared to the background of more-distant objects," National Radio Astronomy Observatory officials wrote in a statement. "This effect is called parallax, and can be demonstrated by holding your finger close to your nose and alternately closing each eye."

Scientists used parallax to measure the distances to star-forming regions of the Milky Way, because methanol and water molecules there boost radio waves (like those used by the VLBA), making it easier for researchers to collect accurate data.

DUBLIN, Ohio (AP) ? Matt Kuchar couldn't think of conditions more difficult than Saturday in the Memorial, and he had plenty of evidence.

The swirling wind that made it difficult to pull the right club. Fast greens that led to 65 three-putts in the third round alone. And a 44 on the back nine for Tiger Woods, the highest nine-hole score of his professional career.

"I think most of us would tend to be surprised any time Tiger shoots a number like that, but a lot more understandable in these conditions," Kuchar said after hanging on for a 2-under 70 that gave him a two-shot lead.

"If you're not on good form, these conditions are really going to beat you up."

Woods rallied on the front nine to salvage a 79, matching his second-worst score on the PGA Tour. And that wasn't even the highest score on a tough day at Muirfield Village. Jordan Spieth shot 45 on the front nine for an 82, while Zach Johnson and Justin Hicks each had an 81.

Kevin Chappell matched the best round of the day with a 4-under 68, leaving him two shots out of the lead, along with Kyle Stanley, who had a 70. Chappell loves having a chance to win his first PGA Tour event, which isn't to suggest it was fun getting to that position.

"I guess it's like a prize fighter," Chappell said. "He enjoys winning, but I don't know if he enjoys getting hit that much."

Kuchar was at 8-under 208, among 10 players separated by four shots.

"It was a bit of survival," Kuchar said. "I was fortunate to make a handful of birdies. I think anytime you make a birdie in these conditions, you feel like you're really up on the field here. Most of these holes, you're looking at just getting out with a par."

Woods didn't get away with anything.

Going for his sixth win at the Memorial, and his fourth victory in his last five tournaments, Woods had two double bogeys and a triple bogey on the back nine for a 44, and he did that without a penalty shot.

"The conditions were tough and when I missed it cost me," Woods said through a PGA Tour media official. "I caught the wrong gusts at the wrong time, made a couple bad swings and all in all, it just went the wrong way."

He wound up 16 shots out of the lead. Woods will tee off late Sunday, but on the opposite side of the course in the two-tee start because of weather.

The tournament was happy just to complete 54 holes with mid-afternoon storms that avoided Muirfield Village.

Bill Haas, the 36-hole leader, ran off three straight bogeys late in his round for a 76, and he wasn't all that upset about it. Haas was still only three shots back, and it wasn't hard to determine that par was a good score.

Like so many other players, Chappell wasn't sure which way the wind was blowing. On the 14th hole, with a wedge in hand from 105 yards, he felt the wind coming into him from the right, yet the flag was blowing in the opposite direction.

"I kept saying, 'Wow, this is tough here.' You hit a good shot and end up in a bad spot," Chappell said. "What can I do? You've just got to keep doing it, put one foot in front of the other and finish each hole."

Past winner Justin Rose had a 71 and joined Haas and Matt Jones (70) at 5-under 211. Masters champion Adam Scott had a 69 and was in the group at 4 under that included Charl Schwartzel, who was within one shot of the lead after completing the second round Saturday morning. The South African bogeyed both par 5s on the back nine and took double bogey on the 14th. He had a 41 on the back for a 76.

That was still better than Woods, whose round was somewhat of a mystery ? not only because the world's No. 1 player was in great form coming into a course where he has won five times, but because he was in good position off the tee. Woods, who started the round on No. 10, missed only one fairway on the back nine.

He took double bogey on the par-3 12th when he was in such a bad spot in the front bunker that he had to play out sideways to the wrong side of a long green, and then he three-putted. On the par-5 15th, he pulled his second shot well to the left, and then took two chips to get onto the putting surface only for the ball to run through the green. He really was fooled on the 18th, with a chip that spun back down the hill and a three-putt from short range.

He had three birdies on the front nine to avoid his worst score as a pro. That was an 81 at another Muirfield ? the real one ? in the third round of the British Open that cost him his best shot at the calendar Grand Slam in 2002.

Kuchar surged into the lead with two birdies on the front nine and didn't drop a shot until the ninth hole, when he missed the green to the left. The wind got him on the 15th when his high fairway metal drifted beyond the bunker and into a hazard that Kuchar didn't know existed, leading to bogey.

He saved par with a 10-foot putt on the par-3 16th, and made regulation pars coming in to give himself the 54-hole lead for the second straight week. He also was atop the leaderboard at Colonial, only to finish second to Boo Weekley.

"If you're not hitting the ball solid, you don't have a chance," Kuchar said.

Rory McIlroy had a 75, and part of him was happy to do that. He was safely inside the cut line when he returned Saturday morning to finish his round, and he birdied the 15th hole. He followed with back-to-back bogeys, and then came up short of the green and had to get up-and-down to avoid missing the cut. He made a 4-foot par save.

Pat Perez and former Masters champion Bubba Watson were among those at 3-under 213, still with a chance but needing some help. Tee times were pushed back for Sunday in case of early storms that might require time to clean up the course.

Perez was asked whether he wanted more wind.

"I'd like it to be dead calm," he said. "But I haven't hit a shot when it's not blowing 40 mph."

Microsoft announces Halo liveaction TV series created by 343 industries and Steven Spielberg

The Xbox One is a big deal for consoles, but Microsoft just made a massive content announcement at today's reveal event -- a live-action Halo TV series. As if the existence of such a television show weren't enough, it turns out that 343 Industries is teaming up with renowned moviemaker Steven Spielberg to bring the world of Master Chief to life in serial form. Spielberg will be the executive producer and the show will provide "exclusive interactive Xbox One content," whatever that means. Unfortunately, neither Microsoft nor Mr. Spielberg are telling when the show will actually be available for your eyeballs to view, but it is, most assuredly an actual thing. And just knowing that the follow up to Halo: Forward Unto Dawn is coming is enough, right?

Olympia Circuits shows Arduino datalogger and Arno AddOns at Maker Faire 2013

Olympia Circuits is best known for its Arno board and Arno Shield, which are designed to ease the Arduino learning curve by providing a bevy of pre-wired sensors and controls along with detailed instructions for several DIY projects. The company announced a couple of new products at Maker Faire this past weekend: the Arno Digital RGB Add-On and the SODA HE-1.0 Arduino datalogger. With the former, your Arno simply gains three RGB LEDs, while the latter stands for "Simple, Open Data Acquisition, High Efficiency." It's an Arduino board with screw terminals designed around Atmel's ATmega32u4 that features a real-time clock (RTC) with battery backup, a high-precision ADC and a microSD card slot. The RTC can either wake the entire board or trigger an interrupt at set intervals, which makes the board very power efficient when used in the field. Olympia Circuits will be updating its website with more info shortly (including availability and pricing). Until then, don't miss our hands-on gallery below.

Gold becomes a theme at glitzy Cannes amfAR gala

There's always glitz and glamour at Cannes, France, during its annual film festival, and it's no different this year. But there's still a heavy infusion of gold to come this week at Thursday's amfAR gala, which will treat its celebrity guests to 40 of the world's top models in "The Ultimate Gold Collection Fashion Show," curated by Carine Roitfeld.

It's the 20th edition of the gala, which raises money for AIDS research, and the "ultimate" show builds on a smaller one that launched last year. This time, Karlie Kloss, Karolina Kurkova, Angela Lindvall and Alessandra Ambrosio will be dripping in gold jewelry and wearing gleaming gowns by Giorgio Armani, Alexander Wang, Marchesa and Louis Vuitton, among others.

"It was really hard to choose a dress for this," said Eva Cavalli, who is donating a mermaid, sequin-covered gown from the Roberto Cavalli archive that Kurkova will wear to open the show.

"Gold for Cavalli is THE color: the color of sun, positivity, warmth, joy," said Cavalli, Roberto's wife and design partner. "But it was hard to choose for this. I also thought of gold leather, but I was thinking that I wanted to give something really special, and this is one of the most beautiful pieces we ever did."

Charity catwalks such as this add a little sense of competition among designers, she said, but "only because everyone wants to do more, give more and be involved more, but in a friendly way."

She bought a Valentino red gown at another amfAR event. "I've never worn it, but it looks good and maybe I will wear it someday."

Years ago, fashion wasn't a big part of the event ? or even the film festival, Roitfeld said, but there were so many beautiful dresses and so many beautiful faces that it was ripe to make a big, bold style statement. "It's so glamorous and generous at amfAR. Why not?"

Roitfeld, who usually has a uniform of black or khaki, said she'll wear gold, "which is a big deal for me."

She'll be mingling with Sharon Stone, Heidi Klum, Jessica Chastain and Harvey Weinstein, among others, and scheduled performers include Duran Duran, Shirley Bassey, Ellie Goulding and Hot Chelle Rae. The event will stream live at the Lovegold.com website.

"We had to make it more fun than other fashion shows. It's not all journalists and the people who go to fashion shows at Cannes. We have to entertain. ... It's more like a Victoria's Secret show, where they create the dream of women to have wings on their back. We're doing the same thing with our girls," Roitfeld said. "We're not there to sell the dress. The models are there more to flirt with the audience."

She added: "Charity is always a good excuse to mix people with models."

Facebook IPO: a bittersweet one-year anniversary

One year after the disastrous Facebook IPO, the company is making strides in mobile ad revenue, but its stock price is still far below its original IPO price. Also this week: Consumer sentiment hits six-year high; retail sales rise unexpectedly; and the world has a new (old) richest person.?

By Schuyler Velasco,?Staff writer / May 18, 2013

On May 18 one year ago, Facebook founder and chief executive Mark Zuckerberg, center, rang the opening bell of the Nasdaq stock market from Facebook headquarters in Menlo Park, Calif., to announce Facebook's initial public offering. The IPO floundered badly, but Mr. Zuckerberg has staged something of a comeback by pushing into mobile ad revenue.

Facebook IPO one year later: The initial public offering that was supposed to signal a new era for social media turned instead into one of the most botched IPOs in US history. The stock fell by more than half its opening price in a matter of months. Investors weren't convinced Facebook could translate all its online activity into a big revenue stream.

In the past year, the social media giant has staged a comeback. Chief executive Mark Zuckerberg has made a big effort in improving Facebook's mobile experience and generating ad revenue from it. The company reported that in less than a year, about 30 percent of its total ad revenue ? some $375 million in the first three months of 2013 ? came from mobile ads. The mobile ad industry is expected to skyrocket in the next several years, so Facebook can expect strong growth, analysts say.

But investors don't seem convinced. On Friday, Facebook stock closed at $26.25, still 31 percent below the $38 per share price it opened at one year ago.

Consumer sentiment soars:?The University of Michigan?s index of consumer sentiment rose to 83.7 in its initial May reading. If it holds, that would be the highest level for the index since 2007, before the Great Recession took hold. Both consumers? economic expectations and current conditions improved, outpacing analysts? expectations.

PFT: Gronk cancels pre-surgery Vegas vacation

Tampa Bay Buccaneers v Carolina PanthersGetty Images

If Buccaneers coach Greg Schiano ever gets tired of having to tell people Josh Freeman is his starting quarterback, someone should probably mention to him that it?s kind of his own fault.

Schiano started singing like Tammy Wynette again in relation to Freeman Monday, the day after he was quoted as saying he was ?not against? the notion of starting rookie Mike Glennon instead.

?We have a starting quarterback, and it?s Josh Freeman,? Schiano said, via Stephen Holder of the Tampa Bay Times.

According to the report, Schiano said he?s trying to be honest, and doesn?t mean to put pressure on Freeman by saying such things in the national media.

?I guess nationally, they don?t sit here with me every day like you guys [local media] do,? Schiano said. ?From the day we arrived, our whole program has [been based on] competition, . . . That?s what we believe in. It?s the most competitive sports league in the world. It?s competition, and I love it.

?But we have our starting quarterback, and it?s Josh Freeman. I?m not looking to find another.?

If he really wanted to clear things up, he could always, you know, stop leaving the door open a crack every time he talks about Glennon.

Or, if he wanted a stronger statement on Freeman and how much he loves him under center, he could give him a new contract to replace the final year of his rookie deal.

But it doesn?t appear at the moment that Schiano intends to do either.

And that?s fine, as long as everyone?s clear about the implication sent by those actions.

He likes Freeman, right up until the point he decides he doesn?t.

So Schiano?s apparently going to have to keep clarifying all the things that he keeps saying, whether to the national or local media.

Lovelorn frogs bag closest crooner

May 20, 2013 ? What lures a lady frog to her lover? Good looks, the sound of his voice, the size of his pad or none of the above? After weighing up their options, female strawberry poison frogs (Oophaga pumilio) bag the closest crooner they can, finds research in BioMed Central's open access journal Frontiers of Zoology. This seemingly short-sighted strategy turns out to be the optimal mate choice strategy for these colourful frogs.

Males of the species congregate in the Costa Rican rain forest 'lek-style' to display and call together, giving females the chance to weigh up multiple males at once. But despite their best efforts, build and territory size, females tend to mate with the closest calling male, Ivonne Meuche from the University of Veterinary Medicine, Hannover, Germany, and colleagues report.

The find was confirmed by playback experiments where females, played recordings of various male calls, failed to discriminate between different call rates or frequencies, preferring instead, the nearest speaker.

Female mate choice is a tricky business. Some species chose the first mate that is 'good enough' whilst others seek out and compare many mates before returning to choose the fittest. But the simplest, least costly option is to mate with the first or nearest male encountered, regardless of quality. The strategy doesn't seem an evolutionary winner as it means that nearby, unfit frogs sometimes get to pass on their genes at the expense of more distant, genetically-superior specimens. But it does make sense in certain situations.

Non-choosy behaviour like this has been noted in fishes, and some frog species with a lek-like mating system. It's thought the strategy works for them because it reduces 'costs' in terms of search time and competition for mates. Female strawberry poison frogs may also benefit little from 'shopping around' because strong inter-male competition means the available mates are all much of a muchness.

The team also noted that females unable to find a mate within a certain time period ended up laying unfertilised eggs that never hatch. So in species, like the strawberry poison dart frog, where the choosing sex outnumbers the chosen sex, it makes sense to 'grab the nearest guy' rather than run the risk of not mating at all.

Ken Venturi dies: What did Jack Nicklaus and Arnold Palmer say about Ken Venturi, a 14-time PGA tour winner and CBS broadcaster?

By Mark Lamport-Stokes,?Reuters / May 18, 2013

Former U.S. Open champion and television broadcaster Ken Venturi, a 14-times winner on the PGA Tour, died on Friday at the age of 82 following various health complications.

Inducted into the World Golf Hall of Fame just 11 days ago, Venturi died in a hospital in Rancho Mirage, Calif., where he had been living for several years, according to his son, Matt.

"We all knew what a wonderful player Ken Venturi was, and how he fashioned a second successful career as an announcer. But far more important than how good he was at playing the game or covering it, Ken was my friend.? Ken was fortunate in that the game of golf gave him so much, but without question, Ken gave back far more to the game he loved than he ever gained from it," said Jack Nicklaus in a statement posted on Facebook.

The highlight of Venturi's playing career came in the 1964 U.S. Open at Congressional Country Club where he overcame 100-degree temperatures and severe dehydration to win his only major championship.

He was forced to quit competitive golf because of carpal tunnel syndrome in 1967. The following year, he joined CBS television as an analyst and enjoyed a lengthy career as one of the most insightful and respected figures in the game.

"He played on the Ryder Cup in 1965, he captained the U.S. Presidents Cup in 2000," PGA Tour commissioner Tim Finchem said last October after Venturi was voted into the World Golf Hall of Fame as part of the class of 2013.

"But to fans around the United States and around the world, he was the conduit of what PGA Tour level golf was to those fans for an incredible 35-year broadcast career which spanned many, many careers on the PGA Tour.

"Ken Venturi was a fixture to the game of golf for fans everywhere in terms of his ability to analyze the game and excite fans about the play they were watching."

Venturi, a San Francisco native who learned to play golf at Harding Park, described his induction into the Hall of Fame as "just an honour" when speaking on a conference call from Pebble Beach Golf Links in California.

"The greatest reward in life is to be remembered and I thank the World Golf Hall of Fame for remembering me," Venturi said.

"I was taught by Byron Nelson and I asked him one time, 'How could I ever repay you for all you've done for me?' He said, 'Ken, be good to the game and give back.'

"And that's what I've tried to do because I've said many times, the world will never remember you for what you take from it, but only what you leave behind."

Arnold Palmer released the following statement: "I was very sorry to hear of Ken's passing. He was a friend and an opponent and I had the utmost respect for him throughout his career. He was a great competitor and the golf world will miss him."

Florida shortens yellow lights, traffic tickets soar

Florida recently shortened the legal length for yellow lights, and?red-light cameras generated $100 million for the state last year. But shorter yellow lights could pose a safety threat.?

By Richard Read,?Guest blogger / May 18, 2013

Surveillance cameras hang on a traffic pole on Worth Avenue in Palm Beach, Fla. A recent Florida law change shortened minimum yellow light lengths across the state, which could make intersections considerably more dangerous.

There may be a reason for that: according to Tampa's CBS affiliate WTSP, the state recently shortened the legal length for yellow lights. That's caused a surge in red-light citations -- and proved beneficial for Florida's coffers.

WTSP became suspicious of yellow-light times last December, when a Hernando County woman was killed?after another motorist ran a red light. Timing of the yellow light revealed that it was?shorter than expected, making drivers more likely to run the subsequent red light and making the intersection considerably more dangerous.?

After further digging, reporters found that in 2011, a law had been changed to reduce minimum yellow-light lengths throughout the state. Previously, minimum lengths were based on the posted speed limit at the intersection in question or the average speed of drivers, whichever was greater.

The 2011 change eliminated the "whichever is greater" stipulation, giving cities with red-light cameras the opportunity to reduce yellow-light times. In Tampa, WTSP found that times were most often reduced at intersections with red-light cameras or along corridors with such devices.

In Hernando County, that made all the difference. Yellow light lengths had been trimmed by a few tenths of a second, from 4.5 to 4.3 seconds, which likely played a role in the aforementioned woman's death.

The Florida Department of Transportation says that it reaps no financial benefit from red-light cams and had no incentive to trim yellow-light times. A spokesperson went on to say that any reductions in time to the bare minimum were implemented by engineers who didn't fully understand the amended law.

Whether or not that's the case, we can't say. What we can say, however, is that red-light cameras generated $100 million for Florida last year, and they're on track to haul in $120 million in 2013.

And although some studies show that red-light cameras do?make roads safer, curtailing yellow-light times can do just the opposite.

IRS probe ignored most influential groups

(AP) ? There's an irony in the Internal Revenue Service's crackdown on conservative groups.

The nation's tax agency has admitted to inappropriately scrutinizing smaller tea party organizations that applied for tax-exempt status, and senior Treasury Department officials were notified in the midst of the 2012 presidential election season that an internal investigation was underway. But the IRS largely maintained a hands-off policy with the much larger, big-budget organizations on the left and right that were most influential in the elections and are organized under a section of the tax code that allows them to hide their donors.

"The IRS goes AWOL when wealthy and powerful forces want to break the law in order to hide their wrongful efforts and secret political influence," said Rhode Island Sen. Sheldon Whitehouse, a Democrat who is among a small Senate group pushing campaign finance reform measures that would force these big outside groups to disclose their donors. "Picking on the little guy is a pretty lousy thing to do."

Karl Rove's Crossroads GPS and the Koch brothers' Americans for Prosperity were among those that spent tens of millions of dollars on TV ads and get-out-the-vote efforts to help Republicans. Democrats were aided in similar fashion by Priorities USA, made up of former Barack Obama campaign aides, and American Bridge 21st Century Foundation, an opposition research group led by a former adviser to Senate Majority Leader Harry Reid.

And yet those groups so far have escaped investigations into whether they have crossed the blurry line under the law between what constitutes a tax-exempt "social welfare" organization that is free from donor reporting requirements and a political committee subject to taxes and disclosures.

Watchdog groups and lawmakers who have sought more disclosure and restrictions on such groups claim an injustice. They say the IRS saga over the targeting of smaller groups shines a bright light onto the agency's failure to guard against the flood of secret money into the political system through the creation of the deep-pocketed groups.

Yet other advocates of reform worry that, in light of the IRS disclosure of targeting small groups, government regulators will be less likely to scrutinize the tax-exempt status of the bigger, more powerful groups out of fear that they will appear to be targeting groups for political reasons.

"We expect that opponents of disclosure will try to use the recent developments to allow the groups that are misusing the tax laws to hide donors to continue misusing them. But that's a battle that we will engage in," said Fred Wertheimer, founder and president of watchdog group Democracy 21.

Since a series of court decisions including the Supreme Court's ruling in the 2010 Citizens United case, the IRS has seen an influx of applications ? from 1,735 in 2010 to 3,357 in 2012 ? by so-called social welfare groups wanting to form under section 501(c)(4) of the federal tax code. That section grants tax-exempt status as long as the primary mission of these organizations is not politics and influencing elections. The IRS makes that determination. Such nonprofits can keep secret the names of their donors, which are not subject to traditional campaign finance limits.

The rules are fuzzy. The law says that these groups can only be involved in social welfare activity and not politics. But IRS regulations give the groups leeway to conduct political activities ? as long as that is not its "primary activity." That conflict opens the door to potential abuses and different interpretations of what is allowed and what is prohibited.

An IRS inspector general's report released this week recommended developing for the first time specific guidelines to measure the primary activity of social welfare organizations, and some in Congress have shown a willingness to review big groups like the nonprofit Crossroads GPS and its sister super PAC, American Crossroads. They spent a combined $176 million in the last election cycle, much of it on television advertisements to benefit Republican candidates.

A Senate investigative panel led by Democrat Carl Levin of Michigan and Republican John McCain of Arizona has been reviewing the use of social welfare groups for political causes for the past year and now is examining the agency's handling of the tax-exempt reviews.

And in a letter to congressional investigators Thursday, Rep. Chris Van Hollen, D-Md., urged the House Ways and Means Committee not to ignore the influx of groups that may be abusing the tax code as part of its upcoming IRS probe, saying: "I hope we can remove the incentive for any group, regardless of its political orientation, to seek 501(c)(4) tax-exempt status to engage in significant political campaign activities while hiding their donors."

Despite the bipartisan outcry over the IRS scandal, there's little incentive for lawmakers on either side of the aisle to push for reforms because Republicans and Democrats alike benefit from these big outside groups.

In fact, just the opposite may be happening.

Some congressional Democrats, fearful of being tied to the scandal, are backing the push for more aggressive enforcement of these groups. And some conservative leaders and Republican donors are using the IRS scandal to help protect the status quo while preparing to pump hundreds of millions of dollars ? raised anonymously in many cases with no contribution limits ? into the next election cycle, just as they did last fall.

"I would hope that this new information about the politicization of the IRS should put the brakes on any sort of disclosure of donors who wish to remain anonymous," said Charlie Spies, who helps raise money for several conservative organizations and previously led the super political action committee that raised more than $140 million to benefit Mitt Romney's presidential bid. "We're now seeing exactly what the risk is for donors to be disclosed."

At least some tea party groups are unwilling to trust the agency with more enforcement power in the wake of such damaging revelations.

"The IRS' integrity is shattered," said Jenny Beth Martin, chairman of the Tea Party Patriots, which was among the largest nonprofit conservative groups the IRS targeted. She said that now, more than ever, donors need freedom to give money anonymously "without fear of retribution" from a politicized IRS. In the meantime, she says her organization's influence is growing, fueled by anonymous unlimited donations.

Wertheimer, of Democracy 21, said the "laundering of secret money into elections" will become a greater scandal than IRS misconduct unless something is done.

"There will be efforts to sweep this under the rug," he said. "They may succeed on a temporary basis for a relatively short period, but they are not going to succeed in the long term."

U.S. chides Russia over missiles as peace plans suffer

BEIRUT (Reuters) - The United States chided Russia for sending missiles to the Syrian government as plans for a peace conference promoted by Washington and Moscow were hit by diplomatic rifts over its scope and purpose. Sectarian bloodshed in neighboring Iraq during Friday prayers, a hacking attack on a Western newspaper by sympathizers of Syrian President Bashar al-Assad and defiant comments by a rebel commander filmed eating a slain soldier's flesh were all reminders of how the two-year-old civil war is metastising.

Nigeria bombs Islamists, U.S. sounds alarm

MAIDUGURI, Nigeria (Reuters) - Nigerian warplanes struck militant camps in the northeast on Friday in a major push against an Islamist insurgency, drawing a sharp warning from the United States to respect human rights and not harm civilians. Troops used jets and helicopters to bombard targets in their biggest offensive since the Boko Haram group launched a revolt almost four years ago to establish a breakaway Islamic state and one military source said at least 30 militants had been killed.

Afghan parliament fails to pass divisive women's law

KABUL (Reuters) - Afghanistan's parliament failed to pass a law on Saturday banning violence against women, a severe blow to progress made in women's rights in the conservative Muslim country since the Islamist Taliban was toppled over a decade ago. President Hamid Karzai approved the law by decree in 2009 and parliament's endorsement was required.
